KYPTAC will provide updates related to Eastern Kentucky Flood Disaster relief efforts as we receive them from the federal and state agencies involved in the efforts.

 

Kentucky-based businesses interested in participating in recovery efforts are encouraged to register as KYPTAC clients. You must register as a client before receiving KYPTAC services.

Individuals or companies seeking disaster loan relief should contact the U.S. Small Business Administration (SBA).

General Information

On July 29, 2022, President Joe Biden approved a major disaster declaration for portions of Eastern Kentucky as a result of severe storms, flooding, landslides and mudslides beginning on July 26.

Kentucky counties affected by this declaration include Breathitt, Clay, Floyd, Johnson, Knott, Leslie, Letcher, Magoffin, Martin, Owsley, Perry, Pike and Wolfe.

If you are contacting FEMA seeking to do business in support of a disaster recovery effort, please be aware that in accordance with the Stafford Act (specifically Section 307), FEMA’s goal is to seek local companies within the disaster area for services related to a specific disaster when practical and feasible.  We encourage your business to review the information below.

Prepare to Do Business with FEMA

Interested in doing business with FEMA? There are a few prerequisite steps required before doing business with the federal government (including FEMA):

  • Ensure your business is government-contracting ready, with a capability statement, past experience, etc.

  • Register your business with the System for Award Management (SAM.gov)

  • To work with FEMA, you will also need to register your business with the Disaster Response Registry

SAM.gov is the authoritative location for finding government contract opportunities.  It features a free web-based portal that allows vendors to review federal procurement opportunities.

FEMA's ILP Vendor Profile Form (VPF) can serve as a secondary market research resource or Vendor Presentation Meeting (VPM) request. Information supplied should not be proprietary or sensitive in nature. 

 

  1. Complete the ILP Vendor Profile form

  2. For a VPM, please select “Vendor Presentation Meeting” in the Reason for contacting FEMA in section (#8) of the form

  3. Please be specific about how your company’s product(s) and/or service(s) can support FEMA’s mission

SBA Resources and Assistance

Disaster Loan Assistance

Due to the major disaster declaration released on July 29, 2022, the following Kentucky counties are eligible for both Physical and Economic Injury Disaster Loans from the U.S. Small Business Administration (SBA): Breathitt, Clay, Floyd, Knott, Letcher, Perry and Pike.

 

Small businesses and most private nonprofit organizations in the following adjacent counties are eligible to apply only for SBA Economic Injury Disaster Loans (EIDLs): Bell, Harlan, Jackson, Johnson, Knox, Laurel, Lee, Leslie, Magoffin, Martin, Owsley and Wolfe.

Businesses and private nonprofit organizations of any size may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory and other business assets. Applicants may be eligible for a loan amount increase of up to 20 percent of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements may include a safe room or storm shelter, sump pump, elevation, retaining walls and landscaping to help protect property and occupants from future damage caused by a similar disaster.

For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations, the SBA offers EIDLs to help meet working capital needs caused by the disaster, with assistance available whether or not the business suffered any physical property damage.

Disaster loans up to $200,000 are available to homeowners to repair or replace disaster-damaged or destroyed real estate.  Homeowners and renters are eligible for up to $40,000 to repair or replace disaster-damaged or destroyed personal property.

Interest rates are as low as 3.04 percent for businesses, 1.875 percent for nonprofit organizations and 2.188 percent for homeowners and renters, with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.

 

To be considered for all forms of disaster assistance, applicants should register online at DisasterAssistance.gov or download the FEMA mobile app. If online or mobile access is unavailable, applicants should call the FEMA toll-free helpline at 800-621-3362.

Applicants may apply online using the Electronic Loan Application via SBA’s secure website and should apply under SBA declaration #17546. Disaster loan information and application forms may also be obtained by calling the SBA’s Customer Service Center at 800-659-2955.

The physical loan application deadline is September 28, 2022. The deadline to return economic injury applications is May 1, 2023. Applicants are encouraged to review the SBA Disaster Loan Fact Sheet for additional details.

Business Recovery Centers

The U.S. Small Business Administration (SBA) has opened six Business Recovery Centers in five counties throughout the flood-ravaged areas of Eastern Kentucky.

  • Perry County BRC opened on Wednesday, August 3 at Hazard Community and Technical College’s Jolly Classroom Center.
    This center is open daily from 9 AM - 7 PM.

     

  • Clay County BRC opened on Thursday, August 4 at Eastern Kentucky University’s Manchester Campus.
    This center is open daily from 9 AM - 7 PM.

     

  • Letcher County BRC opened on Thursday, August 4 at Appalachian Groundswell in Whitesburg.
    This center is open daily from 9 AM - 7 PM.

     

  • Pike County BRC (Elkhorn) opened on Monday, August 15 at Elkhorn Public Library.
    This center is open daily from 9 AM - 7 PM.
     

  • Pike County BRC (Virgie) opened on Monday, August 15 at Vesta Roberts Johnson Memorial Library.
    This center is open daily from 9 AM - 7 PM.
     

  • Knott County BRC opened on Monday, August 22 at Hindman City Hall.
    This center is open daily from 8 AM - 5 PM.

The BRCs are established to provide one-on-one assistance in submitting a disaster loan application for Kentucky businesses impacted by the severe storms, flooding, landslides and mudslides that began on July 26.

Customer Service Representatives will be available to answer questions about the disaster loan program and assist business owners in completing their applications.  Due to the ongoing COVID-19 pandemic, the SBA has established protocols to help protect the health and safety of the public.  All visitors to the BRCs are encouraged to wear a face mask.
